Chapter Six Requirements (Clearances)

If you’ve applied for a job recently, especially in any government or public institution, you must have come across advertisements saying that you must fulfill the requirements of Chapter Six of the Constitution of Kenya 2010. What are these requirements?

Chapter Six Requirements (Clearances)

Individuals looking for job opportunities, or in other instances tenders or licenses, in Kenya are required to get clearance from the Directorate of Criminal Investigations (DCI), the Credit Reference Bureau (CRB), the Kenya Revenue Authority, the Higher Education Loans Board (HELB), and the Ethics and Anti-Corruption Commission (EACC), in an effort to promote the spirit of the constitution and implementation of Chapter Six (6) on Leadership and Integrity.

DCI Clearance

To get the DCI clearance:

  1. Go to your browser, search eCitizen then click on the eCitizen Portal to open,
  2. click in Sign In at the top right corner of your screen to sign into your eCitizen account,
  3. click the Directorate of Criminal Investigations tab,
  4. confirm it’s your account from the name (your name) displayed and click Continue,
  5. on the DCI page under Our Services click on Police Clearance Certificate,
  6. on the Ownership page, select Your Application or Your Child’s Application (if you’re applying for your child) and click Next,
  7. on the next page, read the requirements of application and click Next,
  8. on the next page, select the Finger Print Area and Finger Print Location (i.e. the Huduma Centre where you’ll go to submit your finger prints) and click Complete.
  9. You’ll be directed to the Pay for Service page where you’ll choose your preferred payment method, like M-PESA then follow the payment instructions as displayed to pay a bill of KES. 1050, then
  10. click Complete once you’ve received the M-PESA confirmation of payment message on your phone. The eCitizen system will confirm your payment, and when successful, you’ll be redirected back to Applications page where you’ll book the date and time at a Huduma Centre wish to visit for fingerprint collection by DCI officers.
  11. Under Downloads and Payments sections on the left side of your screen, download the C24 Finger and Palm Print form and the payment receipt respectively by clicking on Download or Print (if you have a printer connected).
  12. Print the C24 form and the receipt (Government and Customer copy) and attach a copy of your national ID card. You will present these three (3) documents to the DCI officers at the Huduma Centre on the date and time you booked.

CRB Clearance

To get the CRB clearance:

  1. Dial *433# on your mobile phone using your Safaricom line,
  2. enter your national ID number,
  3. enter an agent number if you were referred by a Metropol agent else enter zero (0) to proceed,
  4. confirm your details to complete the registration process, then
  5. pay KES. 100 as registration fees through M-PESA (paybill number 220388 and your national ID number as the account number). You will receive an SMS with your Crystobol PIN.
  6. Dial *433# on your mobile phone using your Safaricom line again,
  7. Enter your Cristobol PIN,
  8. select Clearance Certificate,
  9. pay KES. 2,200 for the certificate through M-PESA (paybill number 220388 and your national ID number as the account number). You will receive an SMS with your Referene Number.
  10. Visit Metropol Corporation Crystobol Portal, then
  11. sign in with your Mobile Number and the Reference Number to download your certificate of clearance.

KRA Clearance

To get the KRA clearance:

  1. Go to your browser, search iTax then click on the KRA iTax Portal to open,
  2. enter your KRA PIN,
  3. click Continue,
  4. enter your iTax password,
  5. enter the answer to the simple arithmentic operation as the security stamp, then
  6. click Login.
  7. On the home page, from the top menu, move your mouse to Certificates,
  8. on the drop-down menu under Certificates, click on Apply for Tax Compliance Certificate (TCC),
  9. enter the Reason for Application,
  10. click Submit, then once the application process is successful,
  11. download the certificate by clicking the link where directed on the approval page.

HELB Clearance

To get the HELB clearance:

  1. Go to your browser, search HELB student portal then click on the HELB Student Portal to open,
  2. click on Login and enter your email address and password, then
  3. click Login.
  4. On the Dashboard (left side of your screen) click Services, then
  5. under the Compliance Certificate tab click Get Certificate to download it.

EACC Clearance

To get the EACC clearance:

  1. Download the Self-Declaration Form online and print two copies of it.
  2. Fill all the sections of the forms in BLOCK LETTERS. Leave the last Oath and Affirmation page blank.
  3. Attach a copy of your national ID card or passport, a copy of your KRA PIN certificate, and copies of your academic and professional certificates to both forms.
  4. Visit a Commissioner for Oaths or Magistrate (basically a law firm) near you with the filled forms. The Commissioner for Oaths or Magistrate will verify and acknowledge details of your application by stamping on the forms, at a cost of between KES. 200 and 500 (depending on the law firm).
  5. Submit one completed form, either in person or you may send someone on your behalf, at the EACC Head Office at Integrity Centre, Nairobi or at any EACC Regional Office or Huduma Centers countrywide. Retain the other completed form as a proof that you’ve been cleared by EACC.
